Help us protect all French children who are victims of international child abduction in breach of international law, through an historic democratic initiative in France.

Our association is launching a national Shared Initiative Referendum to make our diplomacy act when a country violates the Hague Convention—just as in the case of Eva and Juliette, and many others.

Every year, more than 20,000 European children are victims of parental abductions to non-EU countries, despite the 1980 Hague Convention, which requires States to cooperate to ensure the prompt return of abducted children within 4 to 6 weeks.

When the Convention is not respected—as in Eva and Juliette’s case—France has a duty to demand compliance with international law, but it does not do so.

To close this legal gap, we are launching this Shared Initiative Referendum: a unique and unprecedented democratic process which, with the support of at least 185 parliamentarians, would allow a law to be enacted directly through citizen backing (at least 5 millions voters).

This proposal is directly inspired by the US Goldman Act from 2014 and aims to equip France with an equivalent framework requiring action, public reporting, and effective diplomatic measures when international child abductions remain unresolved in violation of the Hague Convention.
